Proposal Creator: user is able to initiate PD records.
Modify all Dev Proposals: user is able to access any PD within the department as well as assign themselves roles on the PD.
Aggregator: user defaults onto every PD created in the unit and receives all notifications.
View All Proposals: user is able to search for and view all PDs within the unit, but can not edit.
Reviewer/Approver: user performs review and approval functions after the PD is submitted for approval routing.
